You could use fusible web and iron on the back of the blue fabric then cut the holes.
I'd love to attempt it even as a maternity dress.

This is really quite pretty. What is fusible web, and what would you change for maternity? I'm near the end of my first tri, so I'm very interested in your thoughts!

Fusible web is meant to glue two pieces of fabric together or keep something from fraying with the application of heat. It's just adhesive, usually with a paper backing that's removed. You can find it with the interfacing at the fabric store.
As for the maternity part, all I'd do is raise the waistline to just below the busline and lengthen the skirt to make up the difference in length. Plus, I might add straps somehow. Strapless and pregnancy just doesn't mix for me;)

Wow, this is gorgeous - it's like a little lace doily dress! I'd love to try and make something like this as well. I've never used it before, but the fusible web sounds like a great idea. Ooooh - what about a red and white one for Christmas? :-)

There's so many color combinations that would look classic with this design.
My first thought was maybe add a sash in the middle or perhaps that would take away from the ruffles at the top and bottom?

Any thoughts on how you would make the cut outs? I feel like they need something like a fabric "hole punch" to get them into that perfect doily pattern. I can't imagine trying to do it with scissors!

@KI've been thinking about this a lot because I liked this dress so much. I think what would be best would be to cut templates for each shape then fold your fabric (with fusible web backing) in half and using invisible marker trace each shape in the design you want then cut on the fold so each side is symmetrical. Still, seems like it might not come out perfect that way. If anyone has any ideas I'd love to hear them.
