Most infant seats are required to travel with the handle down...so this would only work if you're not driving, in which case, why not hold the baby to feed it?
I think if this were used in a car, while driving, the bottle would swing and hit the baby in the face. I'm not sure though.

Looking at the description at the link, it's not for use in the car, so I guess it's for the people who leave the kid in the car seat all the time (I've just got the one, but the description suggests it for when you're dealing with the older kids, so perhaps that's standard practice for people with multiple kids).
